Keeping sites from despawning and thus keeping new sites from spawning means that you deny other people finding of new sites, which will get you slapped by the GMs. I remember a ruling regarding this, but i can't get a lock on it in my memory. I really suggest petitioning about this.

You are probably thinking about the Incursion "exploit", http://community.eveonline.com/mb/news.asp?nid=incursion-site-exploit-notification This is different from keeping the miners away from the last chunk of Ice to prevent completion of the anomaly. Ah ... that might be the case. In any way, though, I doubt the GMs will be happy about players preventing sites from spawning ... Or ... worse. Hahaha, imagine sites just KEEP spawning all day, with none despawning ....... XD

Read the latest dev-blog about Ice mining. The reason they did this was, despite "the efforts of certain ambitious players" , too much ice was available. We would simply be helping CCP maintain the value of Ice and Ice products. Everybody keeps telling me to read them. I have read them right after they got publicized. I had three beer at that time. More and more i learn, that i can't remember what was in them. ^_^
